In the case of the missing sailor, the usual method of tracing missing persons, ie via mobile phones tracking, CCTV in the bar, interviewing cab drivers on duty at the relevant time who were picking up from Rock Bottom etc, should produce some leads.

It sounds like the poor chap was inebriated and put in a cab by his friends without thought for his safety. Dubai is generally safe but the vulnerable - children, women, the incapacitated - should always be on guard against predators - every city has such vultures.
